That picture is used by the videogame reviewer Yahtzee to indicate games or elements of exceeding dullness or hypothetical extremely boring games with such names as (fittingly) Mr. Bland's Monotonous Adventure.

The picture is by a German photographer, and was taken of a friend instructed to make a completely expressionless face (with great success!) hence its discovery and popularization.
